PLANNING BOARD MINUTES 12/13/2022

PLANNING BOARD

TUESDAY, 12/13/2022, 7:00 PM

  • PAT RICE OPENED THE MEETING AT 7:00 PM.
  • MR. SENA GAVE TOWN REPORT. (See 12/12/2022 Town Board Minutes)

I-86 INTERCHANGE – TC DISTRICTS

Mr. Robins said Don McCord is not interested in updating the towns entire comprehensive plan, but he is willing to look at Route 394 Interchange.

Mr. Sena said we should continue to discuss the Interchange and what we can bring to Mr. McCord.

Mr. Warner said we want to look at architectural guidelines.

There was discussion about several properties on Route 394 with possible development, specifically housing developments.

Mr. Warner said he would recommend a moratorium to freeze things until we can figure out what we want the architecture to look like.

Mr. Winger said he thinks that is a good idea. He said he spent some time on the web looking at towns and tried to summarize some of the elements that go into a design guideline. He passed out a list of guidelines for design elements he had created. He said this doesn’t point out what they should have but things they should look at when making decisions.

Mr. Rice said he is in favor of a moratorium until we look at the Comprehensive Plan.

Mr. Robbins said anyone looking to develop 50 acres will have to deal with SEQR.

Mr. Sena said the developers are looking at 200 homes. He said the developers are working with owl homes.

Mr. Goodling said with that many homes you are looking at a lot of increased traffic on Route 394.

Mr. Rice said we should do a motion for a 6-month moratorium and recommend it to the Town Board. He asked if we could extend it if we needed to.

Mr. Robbins said you can at least once.

Mr. Rice said we could include the TC districts.

Mr. Goodling asked if that would include all permits.

Mr. Rice said we should do the moratorium on new construction. He said he doesn’t want to prevent anyone from putting a new roof or deck on their house. Mr. Rice asked if we are going to need to make any changes to the Route 394 Corridor.

Mr. Robbins said that would be part of the moratorium.

Mr. Rice said we probably need to extend the moratorium from BOCES to the town line of the Town of Chautauqua and 1,000 ft. on each side of Route 394.

Mr. Sena said there will need to be discussion on access roads.

Mr. Winger said a town we could look at is Mamakating, NY in Sullivan County. He said it looks like they have done a thorough job on their town. Mr. Winger said Bear Lake, CA also has a good town to look at.

  • MOTION

MR. WARNER MOTIONED TO RECOMMEND TO THE TOWN BOARD A MORATORIUM ON ANY NEW CONSTURUCTION IN THE TC DISTRICTS TO INCLUDE 1,000 FT. ON BOTH SIDES OF ROUTE 394 FROM BOCES TO THE TOWN OF CHAUTAUQUA TOWN LINE. MR. WINGER SECONDED. YES (5) RICE, WINGER, GOODLING, STRAND, WARNER. NO (0). MOTION WAS CARRIED.

Mr. Warner said if you have the guidelines in place, it will make it easier on the contractors to know what we are looking for.

Mr. Rice said we can pull out the information from the last comprehensive plan and possibly do another questionnaire.He said he will contact Don McCord and invite him to the next meeting.

Next regular meeting scheduled January 10, 2023, at 7:00 P.M.

ON A MOTION MADE BY MR. JOHNSON, SECONDED BY MR. WARNER AND NONE BEING APPOSED, THE MEETING WAS ADJOURNED AT 8:05 PM

Bulletin Board

The Town of North Harmony Town Clerk’s Office will be Closed at 12:00PM on Wednesday, 1/25/2023 for a Clerks Meeting.

The Town of North Harmony Town Offices will be closed Monday, 1/16/2023 for the Martin Luther King Holiday. Town offices will resume normal business hours Tuesday, 1/17/2023. Have a happy and safe weekend.
