Mr. Yates opened the meeting at 6:30 PM with the Pledge of Allegiance.
Mr. Yates said because we are not going out to state bid, we will be doing our own bidding process. He read the legal notice for the Town of North Harmony Bid Request for a 2022 Ram 2500 Pick Up Truck as follows:

BID REQUEST
2022 DODGE RAM 2500 PICKUP TRUCK
TAKE NOTICE THAT pursuant to the resolution of the Town Board of the Town of North Harmony, Chautauqua County, New York, will accept bids for one (1) Ram 2500 pickup. Clearly marked sealed bids will be accepted at The Town of North Harmony Building, 5350 Stow Rd., Ashville, P.O. Box 167, Stow, NY 14785. Bids will be accepted no later than Monday, 11/29/2021 at 10:00 AM at the Town Building, at which time they will be publicly opened and read aloud. Truck must be available for delivery by Wednesday, December 1, 2021. Bids will be submitted in sealed envelopes at the above address and shall bear on the face thereof the name and the address of the bidder. Bid specifications may be obtained from the Town Clerk at (716) 789-3445 x2. No bid will be considered without the following: Signed Non-Collusive Bidding Certification and Waiver of Immunity Clause. The contract for the purchase of the above item will be awarded by the Highway Superintendent to the best value offer. In cases where two or more responsible bidders submit identical bids as to price, the Highway Superintendent may award the contract to either of such bidders. The Highway Superintendent may reject all bids and re-advertise for new bids in his discretion. As part of the contract price to be bid as aforementioned, the bidder will make a dollar allowance on the trade-in of a 2018 Chevrolet Silverado 1500 4WD LT 5.3L V8, which may be inspected at the Town Highway Garage, 3539 Route 394, Ashville, New York at any reasonable time prior to the bid opening. The town reserves the right to extend the bid to other municipalities, qualifying agencies or political subdivision set forth under NYGML.
Mr. Pfeil asked what they are looking at for the trade in.
Mr. Karlson said $20,380.00 is what the price difference the dealer is offering and that is without the plow. He said he will have to get the plow through Sourcewell and he can buy that item through them without any bidding.
Mr. Pfeil asked if they have what he needs there.
Mr. Karlson said yes but he has not committed to a plow yet because he needs to get a truck first.
Mr. Pfeil asked roughly what a plow package cost.
Mr. Karlson said it depends on what plow, but you are looking at between $6,500.00 and $7,500.00

Mr. Sena asked why we couldn’t go out to state bid and why we are going out to bid if we already have a truck.
Mr. Karlson said he did go out to state bid, and he also tried to use Sourcewell. He said he only got one truck back that wouldn’t work for what they needed.
Mr. Sena asked if the dealership is going to hold that truck for us. He said he was wondering how we are going to go out to bid if we don’t know if they will hold a truck.
Mr. Pfeil asked if we can specify a truck instead of just specifying a class of truck.
Mr. Karlson said he was told to specify.
Mr. Yates said we can call and try to see if they will let the town put a down payment to hold the truck.
Mr. Sena said he would like it to be written specifically that if they don’t get the bid the down payment be returned.

MR. SENSKE MOTIONED TO AUTHORIZE THE HIGHWAY SUPERINTENDENT TO REQUEST BIDS ON A 2022 RAM 2500 PICK UP TRUCK PER THE SPECIFICATIONS. FURTHER, THE HIGHWAY SUPERINTENDENT IS AUTHORIZED TO ACCEPT OR REJECT ANY OR ALL BIDS AND TO PUT A $2,000.00 DOWN PAYMENT SUBJECT TO THE BIDDER BEING AWARDED THE BID. MR. PFEIL SECONDED. YES (5): SENA, ORTMAN, SENSKE, PFEIL, YATES. NO (0). THE MOTION WAS CARRIED.
