Mr. Stapleton swore in all who expressed intent to speak regarding the applications.
Mr. Levesque motioned to adopt the minutes of the 6/26/19 ZBA Hearing as presented by the Clerk. Mr. Thomas seconded. The motion was carried.
- David Pralow requesting a Special Use Permit to construct a roof over a travel trailer and deck at property owned by Bob Kanouff, Lakeside Campground and located at 3280 Hadley Bay Rd., Lot #21 in the R-4 District specifically Sec. 332.20-1-35.
Mr. Kanouff, owner of Lakeside Campground appeared as representative for Mr. Pralow. Mr. Kanouff said Mr. Pralow would like to construct a 21.6” x 28” roof over a travel trailer and deck as had been allowed in the past at the campground at Lot #21. Mr. Kanouff noted for the information of the board that Lots #84 and #109 no longer exist at the campground. Mr. Levesque asked if anyone wished to speak regarding the application.
Mr. Levesque motioned to grant a Special Use Permit to David Pralow to construct a 21.6 x 28’ roof over a travel trailer and deck at property owned by Bob Kanouff, Lakeside Campground and located at 3280 Hadley Bay Rd., Lot #21 in the R-4 District specifically Sec. 332.20-1-35. Mr. Michalak seconded, and the motion was carried unanimously.
- Mary Beth Meredith requesting a Special Use permit to convert an existing garage into a Home Occupation in the AR District at property located at 2010 S. Maple Ave., Ashville, specifically Sec. 384.15-1-30.1.
Mrs. Meredith said she would like to finish an existing garage for crafting and painting classes. Mr. Thomas asked what the hours of operation would be. She said generally she holds classes once or twice a month and the classes are usually about 3 hours. She said the classes are at varying times but never go beyond 9:00 PM. Mr. Levesque asked about parking. Mrs. Meredith said there is more than enough space for parking as they have a circular drive and 7 ½ acres of land. Mr. Thomas asked if it would be appropriate for Mr. Lawson to do a yearly inspection. Mrs. Meredith said that would be fine. Mr. Levesque noted that there is a letter from a neighbor to the south, Trudy Derby stating that they have no objection to the project. There was discussion of occupancy load and it was noted that it would not apply in this situation. Mrs. Emick said she had been down to the property and noticed that the visibility is very bad to the left coming from the driveway and asked the applicant if there would be any type of signage and where it would be placed. Mrs. Meredith said if there is, it would be small. She also said her husband would be clearing the area so that visibility would be good for those coming and going at the location. Mr. Lawson noted that signs must be at least 25’ off the road.
Mrs. Emick asked if the applicant had any plans to create habitable space. Mrs. Meredith said no. It was noted that the Use permit is specific to the applicant and not transferrable to a new owner.
Mr. Levesque motioned to grant a Special Use permit to Mary Beth Meredith to convert an existing garage into a Home Occupation (crafting and paint classes) in the AR District at property located at 2010 S. Maple Ave., Ashville, specifically Sec. 384.15-1-30.1 with the following conditions:
- Zoning C.E.O. shall be allowed on the property for a yearly inspection
- Operation hours no later than 10:00 PM
- No habitable space created
Mr. Vaillancourt seconded, and the motion was carried unanimously.
On a motion made by Mr. Levesque, seconded by Mr. Thomas and with none being opposed he hearing was adjourned at 7:25 PM.
