Mrs. Carlson opened the hearing at 7:00 PM.
MOTION # 124 OF 2016
- SENA MOTIONED TO REVISE PROPOSED LOCAL LAW #4-2016 FROM A 6 MONTH TO A 4 MONTH MORATORIUM ON NEW RESIDENTIAL SUBDIVISION DEVELOPMENT/SITE PLAN APPROVAL BY THE TOWN AND FURTHER TO SET A PUBLIC HEARING DATE OF MONDAY, 11/14/2016 AT 6:45 PM FOR THE MORATORIUM LAW. MR. MCNEILL SECONDED. YES (5): STOW, SENA, MCNEILL, ORTMAN, CARLSON. NO (0). THE MOTION WAS CARRIED.

MRS. ORTMAN MOTIONED THAT THE TOWN TAKE LEAD AGENCY STATUS ON THE SEQR FOR PROPOSED LOCAL LAW #4-2016, ESTABLISHING A 4 MONTH MORATORIUM ON NEW RESIDENTIAL SUBDIVISION DEVELOPMENT/SITE PLAN APPROVAL. MR. SENA SECONDED. YES (5): STOW, SENA, MCNEILL, ORTMAN, CARLSON. NO (0). THE MOTION WAS CARRIED.
Mrs. Thomas advised that a Municipal Referral had been completed and filed with the Chautauqua Co. Dept. of Planning on the proposed Local Law. She said she had spoken to Nathan Aldrich at Planning and they will have a response to the town by the 11/14/16 meeting date.
- BUDGET 2017
Mrs. Carlson said the budget for 2017 is down $2,237.00 from 2016. She said we have received quarterly Sales Tax and it is down almost $7,000.00 from last year. She asked if anyone had any questions on the budget.
Mr. Sena asked about Capital Reserve Fund Appropriations of $100,000.00 on page 10. Mrs. Carlson said this fund is for a Building Addition A-1620.4.2 and $50,000.00 was added to it. She said these funds can only be spent on the building. She said $10,000.00 was put into a Capital Reserve Fund for Highway Equipment. She explained that the monies put into a Capital Reserve Fund for Cemeteries are not public funds and are not a part of the General Fund. These monies are reserved for work at the cemeteries.
There was discussion of lighting at Veterans Park. Mrs. Thomas said she believed we have received a bill for the lighting and it was approximately $30.00.
There was a brief discussion of mowing at Butts Park and also discussion of grant funding from NYS for switching to more energy efficient lighting (i.e. LED’s, solar panels).

MRS. ORTMAN MOTIONED TO ADOPT THE 2017 BUDGET AS PRESENTED BY THE SUPERVISOR. MR. STOW SECONDED. YES (5): STOW, SENA, MCNEILL, ORTMAN, CARLSON. NO (0). THE MOTION WAS CARRIED.
